Not a blunder.

Why is this move a blunder, cuz even though he moves his rook one square right and capture the pawn, and capture it, I can capture with the king and then make a one rook mate.
nothing special actually. it's a blunder, because if you took his rook before a queen promotion, you would have queen, and in a case moving a pawn, he takes it,and you have to mate with rook, wich is slower than with a queen
Don't take machine evaluations like that too literally for practical play. Use machine analysis as a tool, but use it intelligently and don't lose sight of the fact that it plays totally differently to human players. It seems that having to mate with K+R vs K instead of K+Q vs K pushes the forced checkmate over the engine look-ahead horizon in this case, but that isn't how humans play.

Just because the 3500 rated engine found a better option at higher depth.
The rule is: Never use engine in opening or simple endgame where it is pretty obvious about the moves. Any move that wins can be played without any issue.
