In case one is playing a player in a correspondence game and later that player's account is closed as he violates the terms of Lichess and I get a win awarded...In this case what I do not understand is that after the award of the win, why I do not get the rating points.
I assume that the player is caught cheating and i get a win awarded but why not the rating points in this case .....?
Your rating is an estimate of your relative playing strength, not a ranking. A game against a cheater provides no information about your playing strength, so the estimate of your relative playing strength does not change.
Your game was just treated like it never happened

The refund of rating points is to correct the rating when the game has already finished and the rating already adjusted. In the case of the ongoing correspondence game there was never any rating change in the first place, so nothing to correct.

Because the game is, retroactively, treated as if it never happened.
Originally, when it was just finished, your loss caused the estimate of your playing strength (i.e., your rating) to drop; when the game turned out to be against a cheater, that drop in rating was deemed unjust (because losing against a cheater gives no information about your playing strength), so the game is treated as if it never happened and your rating goes back up again.

even if the cheater caught official( let's celebrate that as New Year xD), the points are returning only to player who s rating consider as reliable( I gained point few times in that way)and who s rating changes weren't that much in nearby time perioud. and only 40 players or so can gain that as I read somewhere
