SAD because of a cheat :(

IP Bans are not reliable, ISPs may change the IP without any notice to anyone, in some cases the IP shown to the servers is dynamic and there simply is no reliable way to ban a person through the IP
There's very few other ways to identify people on the internet for the sake of blocking hostile users.
I haven't really had a problem with cheaters on this site. It's nice how fast registration is. It's also nice that cheaters aren't permanently banned. In my experience cheaters aren't always terrible people.

They resort to cheating because they are new to the game and frustrated at the high level of competition. Or they really think that the better players are themselves cheating, and are justified in fighting back with their own cheats.

Often the lines of cheating can become very blurry. Performance enhancers, tweaks, etc. Just to ban a player doesn't really address the root of the problem.

Players have to remember that chess is classified as a game. This means the primary objective is to have fun, not just to win by whatever it takes.
